I myself question the pokémon game morality behind making money off of someone’s hack but seriously these repros are everywhere. I don’t know for sure but I can’t fathom them being illegal when they are so widely distributed. It’s kind of murky once you get into translations and whatnot. If it’s illegal to sell a repro of say, Terranigma in the US then your only recourse is to pirate it which is also illegal. I ended up importing it and when I learned how to patch physical cartridges, I simply patched the Japanese cartridge with a translation patch.
